3.3.5. Social pensions/benefits

Among pension beneficiaries in the Republic of Moldova there is another numerous category – recipients of social pensions/benefits. These pensions/benefits are financed from the state budget and are not regulated by the Law on state social insurance pensions no.156-XIV. At the same time it is a very significant social category of recipients of pensions/benefits. In 2005 their number constituted 45,3 thousand persons and the total amount transferred for this purpose from the state budget amounted to 4,8 million lei. The right to social pensions/benefits has persons not having this right in the social insurance system: disabled from childhood and due to general disease not having enough length of service for disability pension assignment; disabled children up to 16, children up to 18 (pupils and students of high and secondary education institutions), who lost their breadwinner, but do not have the right to receive a survivors pension; old people not meeting the conditions required for pension granting from the state social insurance budget, persons  taking care of a disabled child up to 16 or taking care of the blind.

Since 1999 the Republic of Moldova has been faced by the transition of social pensions to social benefits. In June 2003 this process was completed; all social pensions were transformed in social benefits that increased considerably the burden on state budget, but allowed to exempt the Pension Fund from payments not characteristic for it
