Development of the Analytical Model of the Republic of Moldova’s Pension System

2.3.6. Pensions Paid at the Account of the State Budget

Besides state social insurance pensions Moldova provides a number of pensions and benefits funded by the state budget. They are as follows:

  • pensions to active duty servicemen and members of their families;
  • pensions to persons taking part in emergency relief operations after the Chernobyl Nuclear Power Plant accident;
  • monthly state allowances to war invalids and veterans;
  • allowances to pension recipients living in settlements located in Transnistria;
  • personal allowances for a meritorious service to the State;
  • targeted compensation and material aid payments to certain categories of population including persons aggrieved due to the Chernobyl Nuclear Power Plant accident.

All the above payments are effected from the Pensions and Benefits Fund, while expenses related therewith are covered through transfers from the state budget.

Moldova’s pension system offers no opportunity for a person to concurrently receive several pensions of different types. Those with entitlements to different types of pensions are to choose the only one.
