Development of the Analytical Model of the Republic of Moldova’s Pension System

9.5. Receipts Block (Calculation of Contributions)

Receipts Block of the “Analytical Model of the Pension System of the Republic of Moldova” is designed for computation of the contributions flow. Contributions are computed separately for each payer category provided for in the model, viz. agricultural employees, non-agricultural employees, farmers, and self-employed persons.

In case of employees a percentage rate is set in the model which determines the amount payable to the Pensions and Benefits Fund. For farmers and self-employed persons, there are set fixed amounts of payment in the base year and factors for their indexing.

Proportions between numbers of various payer groups are changed by means of the “Employment” Form (Fig. 9.5).

Influence of demographic and macroeconomic changes on the size of contributions is transmitted through input parameters of the block which had been computed in the preceding units of the model.

Computation scheme of the Receipts Block is depicted in Fig. 9.7.

“Pension calculator” computes contributions mainly for subsequent evaluation of the monthly average insurable income. In computation of contributions attention is paid primarily to the possible ways of analysing effects of constraining the wage size on which pension contributions are levied.
